Same problem i had when runing xorg, using option: nvidia-xconfig -a, -enable-all-gpus For some unknown (for me) reason, nvidia-smi is somehow dependent on nvidia-settings in xorg and you shut it down. In basic your problem is that you shutdown xorg, nvidia-settings are dependned on it.
